1. Policy Background & Objectives

In February 2024, the Hong Kong SAR Government officially launched the Elderly Health Care Voucher (EHCV) Greater Bay Area Pilot Scheme to address two core challenges: first, the growing demand for cross-border elderly care and medical services amid Hong Kong's aging population; second, the lack of convenient cross-border payment channels for high-quality medical resources in mainland Greater Bay Area cities.

In May 2025, the policy expanded to cover all 9 cities in the Greater Bay Area. In August 2025, 5 new service points were added (Jiangmen, Huizhou, Zhaoqing, and 2 in Shenzhen), increasing partner hospitals from 7 to 20 and achieving full coverage across 9 cities, benefiting over 1.78 million eligible seniors.

2. Core Policy Details

Eligibility: Seniors aged 65 or above with a valid Hong Kong Identity Card;

Usage Scope: Outpatient services at designated departments of 21 partner hospitals (TCM, dentistry, internal medicine, surgery, etc.), not applicable to hospitalization or medicine purchases;

Payment Method: Annual EHCV quota of HKD 2,000, which can be directly deducted for outpatient fees, with carry-over allowed (capped at HKD 8,000);

System Requirement: Registration and linking on the "Medibook" App for cross-border health record interoperability.

Step 1: Register & Link on Medibook

Open the "Medibook" (医健通)App, complete real-name authentication, link your Hong Kong Identity Card information, and enable the "Cross-Border Health Record" function.

Step 2: Choose a Partner Hospital

Select a hospital from the 20 partner locations based on your needs and book an appointment in advance (some hospitals support online booking).

Step 3: Consult & Reimburse

Show your Hong Kong Identity Card and EHCV at the hospital. Hospital staff will verify your information, and you can pay directly with your voucher.
